Why do CM projects fail to deliver?

Based on inputs from many knowledgable people and my experiences, i believe that the reasons for failed CM projects (or CM projects failing to meet expectations), as with any other software or technology projects can be broadly classified into four areas:

1. People
2. Process
3. Organization
4. Technology
